A really important piece on TWinFM this week from Jen Vickers, President of the Building Controls Industry Association. The argument is direct and backed by serious numbers: commercial and public buildings account for over a third of built environment emissions, yet unlike the domestic sector they lack a coherent long term decarbonisation strategy.
The BCIA’s proposed solution centres on Building Energy Management Systems — and the scale of the opportunity is striking. Upgrading existing commercial and public buildings to Class A and Class B building controls could deliver 15 million tonnes of CO₂e savings between 2026 and 2035, equivalent to around 5% of England and Wales’ current annual emissions. And the financial case stacks up too: offices over 1,000 square metres can achieve net savings of more than £23,000 over ten years, with payback typically delivered within four to nine years depending on building type.
We read this with a very specific lens. Because every BEMS upgrade, every smart controls installation, every sensor network deployed across a commercial or public building estate represents a wave of new and retrofitted assets — all of which need to be correctly identified, labelled and maintained.
This is exactly where FM labelling earns its keep, and where it is most often overlooked in the planning phase.
A BEMS installation involves controllers, sensors, actuators, valves, dampers, terminal units and network infrastructure spread across plant rooms, risers, ceiling voids and building services cupboards. Every one of those components needs an asset label. Not a generic sticker, a label that tells a maintenance engineer at 2am which zone that controller serves, what system it is part of, where the nearest isolation point is, and what the last service date was.
Modern BEMS continuously monitor CO₂ levels, temperature, humidity and ventilation performance, adjusting systems in real time to maintain healthy indoor environments. But that intelligence is only actionable if the physical infrastructure behind it is legible, traceable and correctly identified. A smart sensor with a missing or illegible label is a maintenance liability waiting to happen.

The Climate Change Committee has concluded that energy management and control measures could provide up to 60% of the energy efficiency related emissions reductions required in public and commercial buildings by 2040. That is an enormous amount of infrastructure that needs to be installed, commissioned and maintained over the coming years.
The technology conversation is rightly getting louder. The physical identification conversation needs to keep pace with it.
